- In 1974, it became Wum Rural Council, with management put under an appointed council administrator.
- In 1993, Wum Rural Council was divided into four councils corresponding to the four subdivisions in Menchum.
- By Decree No. 2004/18 (July 22, 2004), it became Wum Council, a legally recognized municipality.
Between 1948 and 1960, the council was managed by 8 colonial administrators. After 1961, it was managed by appointed chairpersons and municipal administrators. Since 1996, the council has been led by democratically elected mayors.
